I bought a garmin GLO GPS module that connects to the satellites for GPS information and then sends it by Bluetooth to the iPad. There is no internal GPS or cellular service. Well maybe it could be useful on the iPhone with the iPhone's GPSr. Compatible with iPhone 4S, iPhone 5, iPod touch (5th generation), iPad (3rd generation), iPad Wi-Fi + 4G, iPad (4th generation), iPad Wi-Fi + Cellular (4th generation), iPad mini and iPad mini Wi-Fi + Cellular. I am currently using a iPad Air 2 WiFi only. Even if Garmin where to create a Basecamp or Mapsource iPhone/iPad app it wouldn't do you much good since you wouldn't be able to connect your GPSr to the iPhone/iPad.2563 Garmins Vector 3 power meter pedals are arguably the best example.
